Policy
Brainerd Place Project approved and demolition of structures has begun. Permanent project manager assigned December 2021. OSTA Bond posted for work within the State of CT ROW.
Special Permit was approved by P&ZC February 2018. Amend special permit was approved September 2020.
The Office of State Traffic Authority (OSTA) approved the Traffic Plan February 2019. The developer, BRT-DiMarco will start construction winter 2021.

Action Item
The EDC supported BRT/Dimarco PTP, LLC's recent special permit modification, approved by the PZC on September 17, 2020. The modifications adjusted included revisions to the number of parking space, increased the size of a commercial building, and moved 7 apartments from Phase 2 to Phase 1 to assist the developer in closing on their financing package and moving ahead with construction despite the pandemic.

Implement actions for redevelopment of the Elmcrest that follow the design con-cepts contained in the final VCI study report that was endorsed by Portland's Board of Selectmen.
